Add pipeline tag and library name

This PR adds the pipeline_tag and library_name to the model card metadata, improving discoverability and clarity. The pipeline_tag is set to video-to-text reflecting the model's functionality. library_name is set to transformers based on the model's configuration file. Additionally, a link to the paper and code are included.
Thank you for your time and effort. The project is now demonstrated more clearly than before. We will merge this PR.
