Improve model card: add arxiv metadata, description, and usage

Hi! I'm Niels from the Hugging Face community team.
This PR improves the model card for HeartMuLa-oss-3B by:
- Adding the
arxivID to the metadata to link the model repository to its research paper. - Enhancing the model description with information from the paper abstract regarding the HeartMuLa family.
- Adding a "Get Started" section with installation and generation instructions sourced from the official GitHub repository.
- Organizing the links to related artifacts (HeartCodec, HeartTranscriptor) for better discoverability.
