Add pipeline tag and library name

This PR ensures that the dataset can be found when filtering on image-segmentation and adds the relevant library name monai.

Hi @Jupitern52 thanks for publishing this on the hub!
Some notes:
- it looks like this is a dataset, but it's in a model repository. I'd recommend making it Datasets compatible as shown here: https://huggingface.co/docs/datasets/loading#json, and then when you do
dataset.push_to_hub("Jupitern52/TextBraTS")the dataset viewer will work, enabling people to view the first few rows in the browser - I saw the weights of the model are on Google Drive. Would be nice to make them available in a model repo on Hugging Face.
