This PR improves the model card by:

• Setting the pipeline_tag to translation, so users can find the model at https://huggingface.co/models?pipeline_tag=translation
• Setting the library_name to transformers so that the "how to use" box will appear at the top-right.
• Adding links to the paper and the Github repository for improved discoverability.
