Improve model card and add paper link

Hi! I'm Niels from the Hugging Face community science team. I've updated the model card to link it to the associated paper: "From Passive Observer to Active Critic: Reinforcement Learning Elicits Process Reasoning for Robotic Manipulation". I've also added a model description based on the abstract and relevant metadata tags to improve the model's discoverability on the Hub.
