Community fine-tune without commercial license

I noticed that the lic of 2.5 is not worded the same like 2.3, so my question is:
Is a community fine-tune allowed without a commercial license (the under 10M $ AAR)?

Yes β€” community fine-tuning is allowed and welcomed without a paid commercial license, as long as your entity (aggregated with any subsidiaries or affiliates under common control) has annual revenue under $10,000,000. Fine-tuning is explicitly covered as a licensed use, and the resulting weights are treated as a "Derivative" under the same free terms β€” no separate permission needed to create them.

If you plan to distribute or share the fine-tune, a few obligations carry forward: you must pass along the full license and use restrictions to anyone you share it with, and if a recipient turns out to be a Commercial Entity (β‰₯$10M revenue), they'll need their own paid license before using it.

So adding the lic to to meta and or publishing page to carry it would be sufficient for a community fine-tune when publishing on sites like Civitai or HF?
