FinC2E Dual-Metrics Runtime (Preview)

A lightweight runtime image that demonstrates Dual Metrics:

Runtime / model-side metrics (startup + adapter pull timing, health)
Decision-system readiness hooks (structured trace foundations)

This container pulls the private FinC2E adapter at startup (token required).
