On permission, the quickest way to know where you stand: this repo is under NPL-1.0 (Quran-Lab No-Profit License). You may use, fine-tune and even host the model, but the app must not make a profit; you may only recover strictly necessary direct running costs, with no margin. No paid tiers, subscriptions, or ad revenue. If your project is free to its users, you are welcome to it and you do not need any special permission from me.
If it does involve money in some form, tell me how and I will tell you honestly whether it fits.
