Add pipeline tag and paper link

This PR adds the pipeline_tag: reinforcement-learning to the metadata so the model is properly categorized on the Hub, and adds a direct link to the paper in the model card. No library_name is added since the checkpoints are standalone torch.save payloads rather than a model tied to a specific Hugging Face library.
