Add text-generation pipeline tag and link paper in README

This pull request adds pipeline_tag: text-generation to the YAML metadata of the model card to improve its discoverability on the Hugging Face Hub under the correct task category. It also updates the paper reference in the introduction section to link directly to its arXiv page.
