LoRA adapters?

Are all the recent 30B-A3B checkpoints fine-tunes of https://huggingface.co/Qwen/Qwen3-30B-A3B-Base ? If yes, is it possible/feasible to create LoRA adapters and
(1) save some storage space (by only storing the base model plus small LoRA adapters), and
(2) switch between Coder, Instruct and Thinking during runtime without having to load 3 complete checkpoints into memory?
The real questions
