Hi! I'm Niels from the Hugging Face community team. I've noticed this repository doesn't have a model card yet. I'm opening this PR to add a detailed model card for SPARROW, which includes:

• Relevant metadata including the video-text-to-text pipeline tag.
• Links to the paper, project page, and official GitHub repository.
• A brief introduction to the model's capabilities.
• Sample usage instructions for running inference using the provided chat.py script.
• Proper citation information.
