Update pipeline_tag, add library_name, update paper link and project page link

This PR improves the model card for the RLinf-VLA model by:

Updating the pipeline_tag to robotics for better discoverability.
Adding library_name: transformers as the model is compatible with the Hugging Face Transformers library.
Adding direct links to the Hugging Face paper, and the project page.
