Update pipeline tag and add library name

This PR improves the model card for RLinf-OpenVLAOFT-GRPO-LIBERO-spatial by:

Updating the pipeline_tag to robotics for better categorization and discoverability (https://huggingface.co/models?pipeline_tag=robotics).
Adding library_name: transformers as the model is compatible with the Hugging Face Transformers library.
