Improve model card: add tags, paper link, code link, and sample usage

This PR significantly improves the model card by:
- Linking it to the official paper RLFactory: A Plug-and-Play Reinforcement Learning Post-Training Framework for LLM Multi-Turn Tool-Use.
- Adding the
library_name: transformerstag to enable the automated "How to use" widget. - Adding the
pipeline_tag: text-generationtag to improve discoverability on the Hugging Face Hub. - Including a link to the GitHub repository.
- Adding a sample usage section with a code snippet directly from the GitHub README to demonstrate how to use the model.
