Added tags for speaches.ai

Added ctranslate2 and language tags to modelcard so speaches.ai shall find the model
I "forked" this repo and added the missing tags. Feel free to add them for this model here too - I will then delete my "fork": systemofapwne/whisper-large-v3-german-ct2
I just figured, that the required ctranslate2 tag must be added as
library_name: ctranslate2
instead of
tags
- ctranslate2
