Improve model card: Add detailed description, sample usage, and update paper link

This PR improves the model card for TurboWan2.1-T2V-14B-480P by:
- Enhancing the model description: The introductory text now includes the paper's full title and a brief overview of the TurboDiffusion framework.
- Updating the paper link: The link to the paper has been updated from the arXiv PDF to the official Hugging Face paper page (https://huggingface.co/papers/2512.16093).
- Adding a "Sample Usage" section: A practical code snippet for text-to-video inference, extracted directly from the official GitHub repository, is included to guide users on how to run the model.
