This PR significantly enhances the model card for the RouteFinder model by:

Adding the pipeline_tag: reinforcement-learning and library_name: pytorch to the metadata, which improves discoverability on the Hub. The library_name is justified as the project relies on rl4co, a PyTorch-based library for Reinforcement Learning.
Linking the model to its official paper: RouteFinder: Towards Foundation Models for Vehicle Routing Problems.
Integrating a comprehensive description, the full paper abstract, features, installation instructions, and usage examples directly from the project's GitHub README. All relative paths to images and files have been converted to absolute GitHub links.
Including a detailed table of supported VRP variants for clarity.
Providing the BibTeX citation for proper academic attribution.

These updates will greatly improve the discoverability and usability of the RouteFinder model for the community.
