| ## Guidelines | |
| - First run downloads Docker images (~1-3GB). | |
| - Not all GitHub Actions features work locally (e.g., OIDC tokens). | |
| - Use micro images for faster runs. | |
| - Great for iterating on CI without waiting for GitHub runners. | |
