Rollout selection restore

1. Verify the control archive with its .sha256 sidecar and extract it.
2. Put all rollout *.tar.zst shards beside SHA256SUMS.
3. Run python scripts/migration/verify_rollout_selection.py --selection-dir <dir> --archives-only.
4. Extract each run's eight shards into separate M5, nocispo, and RLonly roots.
5. Verify the extracted DataProto groups with python scripts/migration/verify_rollout_selection.py --selection-dir <dir> --run-root M5=<M5-root> --run-root nocispo=<nocispo-root> --run-root RLonly=<RLonly-root>.
