Update paper links and citation in model card

This PR improves the model card by updating all references to the paper and completing the BibTeX citation.
Specifically:
- The placeholder arXiv link in the main "Paper" badge is updated to
https://arxiv.org/abs/2511.10647. - The link in the "Performance" section is corrected to point to
https://arxiv.org/abs/2511.10647. - The placeholder arXiv ID in the BibTeX citation is filled with
2511.10647. - The placeholder "Paper" link in the "Links" section is updated to
https://arxiv.org/abs/2511.10647.
These changes ensure users can easily access the correct research paper directly from the model card.
