Add pipeline tag, library_name and license

This PR adds metadata for the pipeline and the library, so people can find your model at https://huggingface.co/models?pipeline_tag=text-generation. It also adds the library name to the model card, which is transformers. Finally, it adds the Apache 2.0 license.
