Add model card for SegviGen

Hi! I'm Niels, part of the community science team at Hugging Face. I've noticed this repository is missing a model card, so I've opened this PR to add one. This model card includes:
- Metadata regarding the license and task.
- Links to the research paper, project page, and GitHub repository.
- A brief description of the framework's features.
- Sample usage instructions for the three primary segmentation modes as found in the GitHub README.
- Citation information.
