Link model to paper and improve model card

This PR improves the model card by:
- Adding the
arxivID to the metadata to link the model with its research paper. - Providing a more detailed overview of the SemCoT framework and its key features.
- Adding direct links to the paper and the official GitHub repository.
- Updating the citation to the NeurIPS 2025 version.
