Add model card with metadata and link to paper and code

This PR adds a model card to improve the discoverability of the model on the Hub. It links the model to the paper Verifying the Verifiers: Unveiling Pitfalls and Potentials in Fact Verifiers and the Github repository. The library_name and pipeline_tag are also added.
