SmolLM2-1.7B-Instruct — KimtOS mirror

A scoped mirror of HuggingFaceTB/SmolLM2-1.7B-Instruct — the config and tokenizer files plus the single ONNX quantization the KimtOS extension loads for this model. KimtOS serves it from cdn.kimtos.com and treats this repo as the durable origin (#270), so no model is fetched from a third-party repository at runtime.

Upstream is Apache-2.0, which permits redistribution with the notice preserved; the full notice travels with the KimtOS product in THIRD-PARTY-NOTICES.md.
