Add model card for TD3Net

This PR adds a comprehensive model card for the TD3Net repository. It includes:
- A link to the paper: TD3Net: A Temporal Densely Connected Multi-Dilated Convolutional Network for Lipreading
- A link to the GitHub repository for the official implementation.
- Relevant metadata, including the
pipeline_tagfor automatic speech recognition,library_name(PyTorch), andlicense. - A summary of the paper's abstract and key results from the README.
This will help researchers discover and utilize the TD3Net model.

For now, I’m using this Hugging Face repository primarily as a model weight host, and I’d prefer to keep the model card minimal. Since the paper link, GitHub link, and tags need some adjustments, I’ll close this PR and create a simpler version that better reflects the intended use.
