Add model card for TD3Net

This PR adds a comprehensive model card for the TD3Net model. It includes:
- A link to the paper: TD3Net: A Temporal Densely Connected Multi-Dilated Convolutional Network for Lipreading
- A link to the GitHub repository: https://github.com/lbh-kor/TD3Net-weights
- The
pipeline_tag: automatic-speech-recognitionto improve discoverability. - The
library_name: pytorch.
The model card summarizes the paper's abstract and provides key information from the GitHub repository for users.

For now, I’m using this Hugging Face repository primarily as a model weight host, and I’d prefer to keep the model card minimal. Since the paper link, GitHub link, and tags need some adjustments, I’ll close this PR and create a simpler version that better reflects the intended use.
