Improve model card for TAPFormer

Hi! I'm Niels, part of the community science team at Hugging Face. I've updated the model card for TAPFormer to improve its discoverability and utility.
This PR:
- Adds structured YAML metadata (pipeline tag and license).

- Summarizes the key technical contributions (TAF and CLWF mechanisms).
