Add pipeline tag and links to paper, code, and project page

This PR improves the model card by:
- Adding the
pipeline_tag: text-generationmetadata so the models can be discovered under the text-generation category on the Hub. - Adding links to the associated paper, the GitHub repository, and the project page in the markdown content.
- Not adding a
library_name, since this repository contains links to fine-tuned model repositories rather than the model weights themselves, so library compatibility cannot be verified here.
