Add pipeline tag and improve metadata

Hi! I'm Niels from the Hugging Face community science team.
This PR improves the metadata of the COP-GEN VAEs by adding the image-to-image pipeline tag. This helps users find the model more easily when filtering by task on the Hugging Face Hub. I have also ensured the model card is well-documented with links to the paper, code, and a sample usage snippet to make it easier for researchers to get started.
