Add pipeline_tag, library_name and improve model card

Hi! I'm Niels from the Hugging Face community team. I've updated the model card for Phi-Ground-4B-7C to include the pipeline_tag: image-text-to-text and library_name: transformers metadata. This will improve the model's discoverability in the Hub's task-based filtering and enable automated code snippets. I've also added the official citation from the tech report and clarified the documentation links.
