Add localvoxtral (macOS dictation app) to Community Contributions

Adds localvoxtral to the Community Contributions list: an open-source macOS menu bar app for realtime dictation built on Voxtral Mini 4B Realtime.
It runs the model fully on-device out of the box on Apple Silicon, via a fork of the MLX implementation already listed above (voxmlx) extended with an OpenAI Realtime WebSocket server. It can also point at any vLLM Realtime endpoint.
The existing entries are runtimes and bindings and this is an end-user app, so it's a way to try the model hands-on without writing any code.
