This PR adds a comprehensive model card for the 'Locality-aware Parallel Decoding' (LPD) model.
It includes information such as the paper abstract, links to the paper and the original code repository, and detailed usage instructions derived from the project's GitHub README.
The pipeline_tag is set to unconditional-image-generation to ensure proper categorization and discoverability on the Hub.
