This PR improves the model card by adding relevant metadata:

Sets the pipeline_tag to robotics to ensure the model is correctly categorized on the Hugging Face Hub.
Specifies the license as other to reflect the custom NVIDIA license.
Adds a BibTeX citation section for the paper "Cosmos Policy: Fine-Tuning Video Models for Visuomotor Control and Planning".
Maintains existing links to the paper, project page, and code repository.
