Add graph-ml pipeline tag and paper link

Hi,
I'm Niels from the Hugging Face community team. This PR adds the graph-ml pipeline tag to the model's metadata to improve its discoverability on the Hub. I've also added a direct link to the research paper on Hugging Face Papers and a link to the official GitHub repository.
The model card already included a PyTorch code snippet, so I've ensured the library_name remains set to pytorch.
