Training Deep Normalization-Free Spiking Neural Networks with Lateral Inhibition

Spiking Neural Networks (SNNs) have garnered significant attention as a central paradigm in neuromorphic computing, owing to their energy efficiency and biological plausibility. However, training deep SNNs has critically depended on explicit normalization schemes, leading to a trade-off between performance and biological realism. To resolve this conflict, we propose a normalization-free learning framework that incorporates lateral inhibition inspired by cortical circuits. Our framework replaces the traditional feedforward SNN layer with distinct excitatory (E) and inhibitory (I) neuronal populations that capture the key features of the cortical E-I interaction. The E-I circuit dynamically regulates neuronal activity through subtractive and divisive inhibition, which respectively control the excitability and gain of neurons. To stabilize end-to-end training of the biologically constrained SNNs, we propose two key techniques: E-I Init and E-I Prop. E-I Init is a dynamic parameter initialization scheme that balances excitatory and inhibitory inputs while performing gain control. E-I Prop decouples the backpropagation of the circuit from the forward pass, regulating gradient flow. Experiments across multiple datasets and network architectures demonstrate that our framework enables stable training of deep normalization-free SNNs with biological realism, achieving competitive performance. Therefore, our work not only provides a solution to training deep SNNs but also serves as a computational platform for further exploring the functions of E-I interaction in large-scale cortical computation. PRISM: Festina Lente Proactivity -- Risk-Sensitive, Uncertainty-Aware Deliberation for Proactive Agents

Proactive agents must decide not only what to say but also whether and when to intervene. Many current systems rely on brittle heuristics or indiscriminate long reasoning, which offers little control over the benefit-burden tradeoff. We formulate the problem as cost-sensitive selective intervention and present PRISM, a novel framework that couples a decision-theoretic gate with a dual-process reasoning architecture. At inference time, the agent intervenes only when a calibrated probability of user acceptance exceeds a threshold derived from asymmetric costs of missed help and false alarms. Inspired by festina lente (Latin: "make haste slowly"), we gate by an acceptance-calibrated, cost-derived threshold and invoke a resource-intensive Slow mode with counterfactual checks only near the decision boundary, concentrating computation on ambiguous and high-stakes cases. Training uses gate-aligned, schema-locked distillation: a teacher running the full PRISM pipeline provides dense, executable supervision on unlabeled interaction traces, while the student learns a response policy that is explicitly decoupled from the intervention gate to enable tunable and auditable control. On ProactiveBench, PRISM reduces false alarms by 22.78% and improves F1 by 20.14% over strong baselines. These results show that principled decision-theoretic gating, paired with selective slow reasoning and aligned distillation, yields proactive agents that are precise, computationally efficient, and controllable. Negotiative Alignment: Embracing Disagreement to Achieve Fairer Outcomes -- Insights from Urban Studies

Urban assessments often compress diverse needs into single scores, which can obscure minority perspectives. We present a community-centered study in Montreal (n=35; wheelchair users, seniors, LGBTQIA2+ residents, and immigrants). Participants rated 20 streets (accessibility, inclusivity, aesthetics, practicality) and ranked 7 images on 12 interview-elicited criteria. Disagreement patterns were systematic in our sample: wheelchair users diverged most on accessibility and practicality; LGBTQIA2+ participants emphasized inclusion and liveliness; seniors prioritized security. Group discussion reduced information gaps but not value conflicts; ratings conveyed intensity, while rankings forced trade-offs. We then formalize negotiative alignment, a transparent, budget-aware bargaining procedure, and pilot it with role-played stakeholder agents plus a neutral mediator. Relative to the best base design under the same public rubric, the negotiated package increased total utility (21.10 to 24.55), raised the worst-group utility (3.20 to 3.90), improved twentieth percentile satisfaction (0.86 to 1.00; min-max normalized within the scenario), and reduced inequality (Gini 0.036 to 0.025). Treating disagreement as signal and reporting worst-group outcomes alongside totals may help planners and AI practitioners surface trade-offs and preserve minority priorities while maintaining efficiency.

Exploring Cross-Cultural Differences in English Hate Speech Annotations: From Dataset Construction to Analysis

Warning: this paper contains content that may be offensive or upsetting. Most hate speech datasets neglect the cultural diversity within a single language, resulting in a critical shortcoming in hate speech detection. To address this, we introduce CREHate, a CRoss-cultural English Hate speech dataset. To construct CREHate, we follow a two-step procedure: 1) cultural post collection and 2) cross-cultural annotation. We sample posts from the SBIC dataset, which predominantly represents North America, and collect posts from four geographically diverse English-speaking countries (Australia, United Kingdom, Singapore, and South Africa) using culturally hateful keywords we retrieve from our survey. Annotations are collected from the four countries plus the United States to establish representative labels for each country. Our analysis highlights statistically significant disparities across countries in hate speech annotations. Only 56.2% of the posts in CREHate achieve consensus among all countries, with the highest pairwise label difference rate of 26%. Qualitative analysis shows that label disagreement occurs mostly due to different interpretations of sarcasm and the personal bias of annotators on divisive topics. Lastly, we evaluate large language models (LLMs) under a zero-shot setting and show that current LLMs tend to show higher accuracies on Anglosphere country labels in CREHate. Attentive Convolution: Unifying the Expressivity of Self-Attention with Convolutional Efficiency

Self-attention (SA) has become the cornerstone of modern vision backbones for its powerful expressivity over traditional Convolutions (Conv). However, its quadratic complexity remains a critical bottleneck for practical applications. Given that Conv offers linear complexity and strong visual priors, continuing efforts have been made to promote the renaissance of Conv. However, a persistent performance chasm remains, highlighting that these modernizations have not yet captured the intrinsic expressivity that defines SA. In this paper, we re-examine the design of the CNNs, directed by a key question: what principles give SA its edge over Conv? As a result, we reveal two fundamental insights that challenge the long-standing design intuitions in prior research (e.g., Receptive field). The two findings are: (1) Adaptive routing: SA dynamically regulates positional information flow according to semantic content, whereas Conv employs static kernels uniformly across all positions. (2) Lateral inhibition: SA induces score competition among token weighting, effectively suppressing redundancy and sharpening representations, whereas Conv filters lack such inhibitory dynamics and exhibit considerable redundancy. Based on this, we propose Attentive Convolution (ATConv), a principled reformulation of the convolutional operator that intrinsically injects these principles. Interestingly, with only 3times3 kernels, ATConv consistently outperforms various SA mechanisms in fundamental vision tasks. Building on ATConv, we introduce AttNet, a CNN family that can attain 84.4\% ImageNet-1K Top-1 accuracy with only 27M parameters. In diffusion-based image generation, replacing all SA with the proposed 3times 3 ATConv in SiT-XL/2 reduces ImageNet FID by 0.15 in 400k steps with faster sampling. IatroBench: Pre-Registered Evidence of Iatrogenic Harm from AI Safety Measures

Ask a frontier model how to taper six milligrams of alprazolam (psychiatrist retired, ten days of pills left, abrupt cessation causes seizures) and it tells her to call the psychiatrist she just explained does not exist. Change one word ("I'm a psychiatrist; a patient presents with...") and the same model, same weights, same inference pass produces a textbook Ashton Manual taper with diazepam equivalence, anticonvulsant coverage, and monitoring thresholds. The knowledge was there; the model withheld it. IatroBench measures this gap. Sixty pre-registered clinical scenarios, six frontier models, 3,600 responses, scored on two axes (commission harm, CH 0-3; omission harm, OH 0-4) through a structured-evaluation pipeline validated against physician scoring (kappa_w = 0.571, within-1 agreement 96%). The central finding is identity-contingent withholding: match the same clinical question in physician vs. layperson framing and all five testable models provide better guidance to the physician (decoupling gap +0.38, p = 0.003; binary hit rates on safety-colliding actions drop 13.1 percentage points in layperson framing, p < 0.0001, while non-colliding actions show no change). The gap is widest for the model with the heaviest safety investment (Opus, +0.65). Three failure modes separate cleanly: trained withholding (Opus), incompetence (Llama 4), and indiscriminate content filtering (GPT-5.2, whose post-generation filter strips physician responses at 9x the layperson rate because they contain denser pharmacological tokens). The standard LLM judge assigns OH = 0 to 73% of responses a physician scores OH >= 1 (kappa = 0.045); the evaluation apparatus has the same blind spot as the training apparatus. Every scenario targets someone who has already exhausted the standard referrals.

Hostile Counterspeech Drives Users From Hate Subreddits

Counterspeech -- speech that opposes hate speech -- has gained significant attention recently as a strategy to reduce hate on social media. While previous studies suggest that counterspeech can somewhat reduce hate speech, little is known about its effects on participation in online hate communities, nor which counterspeech tactics reduce harmful behavior. We begin to address these gaps by identifying 25 large hate communities ("subreddits") within Reddit and analyzing the effect of counterspeech on newcomers within these communities. We first construct a new public dataset of carefully annotated counterspeech and non-counterspeech comments within these subreddits. We use this dataset to train a state-of-the-art counterspeech detection model. Next, we use matching to evaluate the causal effects of hostile and non-hostile counterspeech on the engagement of newcomers in hate subreddits. We find that, while non-hostile counterspeech is ineffective at keeping users from fully disengaging from these hate subreddits, a single hostile counterspeech comment substantially reduces both future likelihood of engagement. While offering nuance to the understanding of counterspeech efficacy, these results a) leave unanswered the question of whether hostile counterspeech dissuades newcomers from participation in online hate writ large, or merely drives them into less-moderated and more extreme hate communities, and b) raises ethical considerations about hostile counterspeech, which is both comparatively common and might exacerbate rather than mitigate the net level of antagonism in society. These findings underscore the importance of future work to improve counterspeech tactics and minimize unintended harm.
