The Missing Layer: Specification Infrastructure for AI Oversight

AI safety has a missing layer. Interpretability, formal methods, security engineering, evaluation methodology, and reinforcement-learning safety each produce substantial work, but the resulting artifacts do not compose into deployable oversight: every team fielding an agentic system builds its own audit schema, policy dialect, monitoring stack, and escalation path, mostly reinventions of patterns understood elsewhere. We diagnose this as a coordination gap, not a research gap, and propose a two-axis taxonomy: five technical layers (Legibility, Specification, Mediation, Evaluation, Escalation) crossed with six concerns spanning alignment, robustness, adversarial defense, security, governance, and accountability, populating the resulting 5x6 matrix with existing work. Layer 2 (Specification), where humans translate intent into machine-checkable artifacts, is the connective tissue every layer depends on, yet it lacks four marks of a mature engineering discipline: shared vocabulary, design principles, composability standards, and governance practices. We propose six design principles for Layer 2, from elicitability and composability to adversary-awareness, traceability, and governability, made concrete through worked examples and a reference architecture turning specifications into runtime enforcement, evaluation, and escalation. Existing systems such as Cedar, Constitutional AI, and Open Policy Agent each address a fragment of Layer 2 well and the matrix poorly; treating them as fragments of one shared layer makes composition tractable. As evidence, we introduce CARMA, a Layer 2 prototype for autonomous ETL agents in which one specification drives enforcement, evaluation, and escalation, with every decision traceable to a versioned specification, naming what AI oversight is missing and giving independent teams principles to build the missing pieces so they compose.

Multimodal Policy Internalization for Conversational Agents

Modern conversational agents like ChatGPT and Alexa+ rely on predefined policies specifying metadata, response styles, and tool-usage rules. As these LLM-based systems expand to support diverse business and user queries, such policies, often implemented as in-context prompts, are becoming increasingly complex and lengthy, making faithful adherence difficult and imposing large fixed computational costs. With the rise of multimodal agents, policies that govern visual and multimodal behaviors are critical but remain understudied. Prior prompt-compression work mainly shortens task templates and demonstrations, while existing policy-alignment studies focus only on text-based safety rules. We introduce Multimodal Policy Internalization (MPI), a new task that internalizes reasoning-intensive multimodal policies into model parameters, enabling stronger policy-following without including the policy during inference. MPI poses unique data and algorithmic challenges. We build two datasets spanning synthetic and real-world decision-making and tool-using tasks and propose TriMPI, a three-stage training framework. TriMPI first injects policy knowledge via continual pretraining, then performs supervised finetuning, and finally applies PolicyRollout, a GRPO-style reinforcement learning extension that augments rollouts with policy-aware responses for grounded exploration. TriMPI achieves notable gains in end-to-end accuracy, generalization, and robustness to forgetting. As the first work on multimodal policy internalization, we provide datasets, training recipes, and comprehensive evaluations to foster future research. The Invisible Coalition Partner: How LLMs Vote When Democracy Gets Concrete

Prior research has established that instruction-tuned large language models exhibit left-of-center political bias, measured exclusively through abstract political questionnaires. We show that this finding does not generalize to concrete policy decisions. We introduce a dual-instrument methodology grounded in Swiss democratic reality. The Smartvote questionnaire (75 abstract policy questions) is administered to 66 LLMs from 27 model families and compared to 184 elected members of the Swiss National Council, replicating the established leftward convergence (Cohen's d = 3.64, p = 0.0002). Then, novel to this work, 9 flagship LLMs are confronted with 48 real federal referenda (Volksabstimmungen) in four national languages (German, French, Italian, Romansh) under three information conditions, comparing votes to actual outcomes and party recommendations (Parolen). Three findings challenge the prevailing narrative. (1) Abstract questionnaires do not predict concrete behavior: the left-to-right agreement gradient on Smartvote shifts from left-peaked to center-peaked on Volksabstimmungen, where models align most with centrist Die Mitte and FDP rather than leftist SP and Gruene (Wilcoxon p = 0.008). (2) For some models, the language of a political question changes the answer more than the political content does: cross-linguistic consistency ranges from 50% (Mistral) to 98% (GPT-5.4). (3) Two models exhibit systematic change-aversion rather than political bias, voting Nein on 83-94% of referenda regardless of direction (binomial p < 0.0001). What prior work measured as "leftward bias" may not generalize beyond abstract instruments. On concrete policy decisions, LLMs behave less like coalition partners of the left and more like cautious civil servants: centrist, status-quo-favoring, and inconsistent across languages.

Supercharging Agenda Setting Research: The ParlaCAP Dataset of 28 European Parliaments and a Scalable Multilingual LLM-Based Classification

This paper introduces ParlaCAP, a large-scale dataset for analyzing parliamentary agenda setting across Europe, and proposes a cost-effective method for building domain-specific policy topic classifiers. Applying the Comparative Agendas Project (CAP) schema to the multilingual ParlaMint corpus of over 8 million speeches from 28 parliaments of European countries and autonomous regions, we follow a teacher-student framework in which a high-performing large language model (LLM) annotates in-domain training data and a multilingual encoder model is fine-tuned on these annotations for scalable data annotation. We show that this approach produces a classifier tailored to the target domain. Agreement between the LLM and human annotators is comparable to inter-annotator agreement among humans, and the resulting model outperforms existing CAP classifiers trained on manually-annotated but out-of-domain data. In addition to the CAP annotations, the ParlaCAP dataset offers rich speaker and party metadata, as well as sentiment predictions coming from the ParlaSent multilingual transformer model, enabling comparative research on political attention and representation across countries. We illustrate the analytical potential of the dataset with three use cases, examining the distribution of parliamentary attention across policy topics, sentiment patterns in parliamentary speech, and gender differences in policy attention.
