Improve model card for Neon project

This PR improves the model card for the sinaalemohammad/Neon repository.
It adds:
- A clear description of the Neon method and its purpose.
- Benchmark performance tables.
- A link to the accompanying paper: Neon: Negative Extrapolation From Self-Training Improves Image Generation.
- A link to the official GitHub repository: https://github.com/SinaAlemohammad/Neon.
- The
pipeline_tag: unconditional-image-generation, allowing discoverability on the Hugging Face Hub for models performing this task.
