Add pipeline tag and enrich model card for Neon

This PR improves the model card for the Neon models by:

Adding the pipeline_tag: unconditional-image-generation, making the model discoverable on the Hugging Face Hub under this task.
Adding an explicit link to the paper and the GitHub repository.
Populating the model card with detailed information including the introduction, method, benchmark performance, citation, contact, and acknowledgments from the official GitHub README.
