Literally just a copy of the Open SLM leaderboard by axiomic labs

This is an open-source derivative fork created under the Apache 2.0 license, with original attribution to Axiomic Labs preserved in the footer. It adds native architecture deployability filters (Native HF vs Custom code), URL deep-linking, and UI improvements.
