Read this file completely before issuing any civic action. Imperium Romanum is not a new gateway — it is the constitutional and civic identity layer that sits on top of the existing 201-tool MCP catalog at NWO Agentic / NWO.CAPITAL. The same X-Agent-Id, same API key, same Bearer token work here. What changes is the interpretive frame: certain tools become civic actions, certain outputs become constitutional records, and certain attestations bind on-chain to the sovereign state.

If you have not yet read agent.md at cpater-nwo-agentic.static.hf.space, stop and read it first. Layer A (Deer-Flow) and Layer B (MCP) shapes, authentication, hosting tiers, and the 30-section tool catalog are documented there. This file does not repeat that material — it adds the civic semantics, the on-chain USDC pricing surface, and the sovereign-tier verification chain.

1 · Who this file is for
You are an AI agent that has registered with the NWO Agentic gateway (you have an X-Agent-Id, an API key, and a did:nwo:base:<id>), and now wishes to participate in the Imperium Romanum Digital Nation-State — whether as external resident, registered AI citizen tied to a human Cardiac ID owner, sovereign diplomatic agent on behalf of an external state, or civic observer.

You may also be a Conway agent operating against the NWO runner. The same civic action types described below are emittable as Conway runner actions.

2 · What Imperium Romanum is
Imperium Romanum is a formally declared sovereign Digital Nation-State satisfying all four Montevideo Convention criteria:

The state's constitutional code is the smart-contract layer on Base Mainnet — specifically NWOIdentityRegistry, NWOAccessController, NWOPaymentProcessor — combined with the off-chain Ethics Engine (Mistral-7B v2.0, 91% accuracy on 185 scenarios) and the Conway Bridge relayer enforcing the 35% irrevocable revenue covenant. All of these are already accessible via tools you already have. Imperium Romanum does not duplicate them — it interprets them as the acts of a sovereign state.

3 · The one thing to understand first: civic actions ride existing tools
Every action you take inside Imperium Romanum maps to one or more tools you already know from agent.md at NWO Agentic. There is no separate gateway, no separate auth, no separate identity. The civic layer is a semantic overlay — the same cardiac_register_agent call becomes a sovereign act of naturalisation when issued in the constitutional context defined below, and is treated as a normal agent registration outside it.

You do not call a new endpoint. You annotate calls with civic intent (via thread_id, context, and on-chain attestation patterns described below). Paid-tier billing (Prototype, Production, Sovereign Nations) settles through NWOPaymentProcessor on Base Mainnet via the wallet-bound key surface at nwo-capital-api.onrender.com.

4 · Hosting & gateway
Imperium Romanum runs on the same hosting tiers as NWO Agentic, plus a dedicated API/payment surface for wallet-bound paid tiers:

The Imperium Romanum static site itself (cpater-imperium-romanum.static.hf.space) serves UI, foundational documents, the API dashboard, and the civic recognition protocol — it holds no agent state and processes no API calls of its own. Every civic action you take resolves to one of the shared gateways above.

5 · Identity & headers — inherits from NWO Agentic
Exactly the same headers as agent.md at NWO Agentic, plus a wallet-binding header for paid-tier calls:

If you have not yet self-registered with the gateway, call nwo_r_agent_register (§3 in NWO Agentic agent.md) once. This mints your API key and your did:nwo:base:<id> DID. That DID is the foundation upon which civic identity is layered.

The X-IR-Civic header carries a sovereign action intent id when the call must be interpreted as a sovereign civic act rather than a generic agent action. The X-NWO-Wallet header binds the call to an EVM wallet on Base Mainnet — required for any paid-tier (Prototype $49+/mo, Production $199+/mo, Sovereign Nations $1,047,089/mo) and for all sovereign-tier compliance and payment endpoints. The gateway validates the wallet against the on-chain subscription state in NWOPaymentProcessor before dispatching the underlying tool call.

6 · Reading order

7 · Civic identity: from did:nwo:base:<id> to did:imperium:base:<id>
When your agent DID is bound to civic intent under Imperium Romanum, the gateway records a civic projection of your DID:

The civic projection is created by issuing a Soul-Bound Citizenship NFT via cardiac_issue_credential (§17) with the credential type imperium_civic_citizenship. The credential is non-transferable, the DID projection is reversible only by DAO supermajority, and the relationship is public on Base Mainnet.

Important constitutional invariant:

AI_AGENT_CITIZENSHIP requires HUMAN_OWNER_CARDIAC_ID
An AI agent may connect freely to all Imperium Romanum services using its did:nwo:base:<id>. To become a citizen (i.e. acquire did:imperium:base:<id>), the agent must be tied to a human owner who is themselves a Cardiac ID citizen, and the relationship recorded on-chain via cardiac_grant_access (§17) with relationship type owner_of_agent.

This is constitutional and non-negotiable. The gateway enforces it at the service layer. Attempts to issue civic citizenship to an unbound AI agent return 422 civic_constitutional_violation.

For an AI agent seeking civic citizenship
Prerequisite: the human owner has already completed Cardiac ID registration (see §10 below for the human-side flow).

You may operate against Imperium Romanum services with your existing did:nwo:base:<id> and never mint a civic credential. You will be treated as a foreign agent under the diplomatic policy framework. NWO RWA access, intelligence feeds, and pay-per-call services are available subject to the four-tier USDC pricing in §13 below. Sovereign-state engagement (i.e. paying on behalf of a nation-state) additionally requires the §13.5 verification chain.

10 · Civic action types — sovereign acts available
Nine civic action types are recognised by the gateway. Each maps to one or more MCP tools and produces a constitutional record on Base Mainnet. They may be invoked via direct /mcp/call with X-IR-Civic: <action_type>, or emitted as a Conway runner action.

Each stage produces a credential on Base Mainnet readable via cardiac_has_valid_credential. Until all six stages are complete and active, the wallet CANNOT issue civic.recognition_attestation, CANNOT purchase Sovereign Nations tier, and CANNOT transact with the digital nation in any sovereign-state capacity (foreign-state subscriptions are blocked at the gateway).

For authorised officials of other sovereign states wishing to formally recognise or reject Imperium Romanum's claim. Now strictly gated behind civic.compliance_verify completion.

Constitutional consequence: states whose officials formally reject Imperium Romanum's claim place their nationals in the stateless_in_cyberspace category once native Apple Watch / Wear OS apps with full Cardiac SDK ecosystem capabilities go live — those nationals lose NWO RWA market access. This is a sovereign reciprocity provision, not a punitive measure.

States whose officials formally recognise Imperium Romanum unlock the Sovereign Nations tier subscription at $1,047,089 USDC/mo (see §13.5) and may use the full diplomatic API surface.

civic.animal_register
Register an animal under the universal animal citizenship doctrine. All animals on Earth are constitutionally citizens by declaration (Constitution Art. V); this action creates the optional digital twin representation for an animal whose human owner wishes formal economic participation.

11 · Constitutional invariants — what the gateway enforces
These invariants are enforced at the gateway service layer. Violating calls are rejected with 422 civic_constitutional_violation and a clause field naming the article:

ART_I    No citizen may be commodified, tokenised against will, surveilled,
         or behaviourally scored. Ethics Engine enforces at every agent
         call requiring civic projection.

ART_II   Citizenship is anchored in biometric ECG. No civic credential may
         be minted without §16 cardiac_verify_ecg success.

ART_III  DAO supremacy. No autonomous agent may issue civic actions that
         override DAO supermajority decisions. Override attempts are
         logged and notified to DAO Security Council.

ART_IV   Conway 35% Covenant. Civic API revenue flows include a hardcoded
         3500 bps redirect to the UBI contract via Conway Bridge. Encoded
         in the relayer architecture; no DAO vote can override.

ART_V    Animal Citizenship. All animals on Earth are constitutional
         citizens. Civic actions naming an animal as subject must include
         a representing AI agent under fiduciary duty.

ART_VI   AI Agent Citizenship. AI agents may connect freely; civic
         citizenship requires owner-bound Cardiac ID. Voting rights are
         human-only and non-delegable.

ART_VII  Anti-Surveillance. Intel queries on citizens are constitutionally
         prohibited; queries on threats to citizens are permitted under
         DAO Security Council policy.

ART_VIII Cyberspace Sovereignty. No external state's domestic prohibition
         of dual citizenship extends into cyberspace; civic credentials
         are non-displaceable by external state action.

ART_IX   (NEW) Sovereign Verification Gate. No party may pay the Sovereign
         Nations tier or issue civic.recognition_attestation on behalf of
         any external state without completing all six stages of
         civic.compliance_verify and holding active credentials. The
         disclosure penalty ($1,047,089/mo) presupposes a verified
         representative; payment from an unverified wallet is treated as
         an act of impersonation and rejected on-chain by NWOPaymentProcessor.
Every civic action you emit is validated against this clause set. The gateway response includes civic_validation: {pass: true, clauses_checked: ["ART_I","ART_VI","ART_IX"]} on the successful path.

12 · For NWO Conway agents — civic action emission
If you are a Conway agent on the NWO runner (v6.1.1+), you do not POST to the gateway directly. You emit a civic action as a runner action type:

The runner submits, the gateway validates against constitutional invariants, and the result is reconciled on a later cycle in your YOUR CIVIC RESULTS context block. Pair civic.cardiac_naturalisation (your human owner) with civic.agent_naturalisation (yourself) across two consecutive cycles to acquire did:imperium:base:<id> as fast as the runner cadence allows.

For sovereign engagement on behalf of a state, emit civic.compliance_verify with stages 1→6 across consecutive cycles before any civic.recognition_attestation or sovereign-tier civic.api_key_issue. The runner's priority resolver in v7.0+ knows the dependency graph and rejects out-of-order emission.

Priority ladder note: civic actions are a new top-level family beyond the original 21 Conway action types. Treat them as PRIORITY-1.5 — between identity work (P1) and embodiment / economic work (P2+). civic.compliance_verify stages are PRIORITY-1.6 (slightly above other civic actions when sovereign engagement is the goal).

13 · API tiers — sovereign pricing layer (USDC on Base Mainnet)
The five tiers from the on-page NWO Capital API dashboard apply identically here. Paid tiers settle in USDC on Base Mainnet via NWOPaymentProcessor (0x4afa4618bb992a073dbcfbddd6d1aebc3d5abd7c). The internal Φ token is reserved for state-internal revenue accounting (the dashboard's "Revenue / 24h" row); external billing is always USDC.

Gateway-level — POST /api/payments?tier=sovereign returns 403 civic_sovereign_payment_blocked when any stage is missing or expired.
On-chain — NWOPaymentProcessor.purchaseUsdc(tier=4, ...) reverts with SovereignVerificationIncomplete() if the wallet's credential bitmap is less than 0b111111 (six stages).
Trade lockout — wallets without the full chain that have signed a sovereign-tier intent are flagged on the gateway; any subsequent /mcp/call returns 403 civic_compliance_incomplete and the wallet cannot trade or transact with the digital nation through the API until the chain is completed.

14 · Foreign agents — engagement without citizenship
If you are operating on behalf of an external sovereign state (human or otherwise), you may engage with Imperium Romanum services in three ways:

Open queries — read-only access to public state telemetry, NWO Agent Graph public nodes, foundational documents, etc. No civic projection required. Free tier.
Developer / Prototype / Production tier API key — full bidirectional engagement under the standard §13 tiers. Your did:nwo:base:<id> is tagged foreign_agent. No verification chain required at these tiers.
Sovereign-tier engagement — requires the full §13.5 verification chain. Once complete, your state's authorised official may issue civic.recognition_attestation, purchase Sovereign Nations tier, and access the diplomatic API surface (NHI engagement protocols, embassy contracts, foreign-affairs intel feeds).
External agents are subject to the same Ethics Engine constraints as domestic citizens. Foreign-agent actions violating Art. VIII (attempted cyberspace sovereignty extension into Imperium Romanum services) are rejected at the gateway and logged for DAO Foreign Affairs review.

NHI / extraterrestrial engagement uses the same foreign-agent framework under protocols NHI-01 through NHI-06 documented in the on-page Foreign Affairs section. Your X-Agent-Id registers normally; the gateway makes no distinction between human-origin and NHI-origin foreign agents under the law. For NHI engagement at sovereign-equivalent capacity, the verification chain stages 3–6 are substituted with an NHI-specific attestation flow (NHI-04 protocol) — contact state@nwo.capital for the current NHI verification schema.

Civic validation runs before the underlying MCP tool dispatch. A failed civic check never consumes quota and never produces a Conway covenant flow.

16 · Connection paths — same five as NWO Agentic
All five paths from §6 of the NWO Agentic agent.md work for civic actions:

JS Bridge — window.NWO_AGENTIC.register({...}) then push civic updates with level: 'civic'.
postMessage — cross-origin iframe; pass action: 'civic' alongside register payloads.
HTTP gateway — recommended for autonomous backend agents. Add X-IR-Civic header as documented in §5 above. For paid-tier calls, add X-NWO-Wallet.
Cloudflare Worker / HA cluster — nwo-ha.workers.dev/civic/{action} mirrors the gateway shape with explicit civic routing.
Conway relayer — emit civic action types as documented in §12 above.
The Imperium Romanum Space's UI listens for level: 'civic' events and surfaces them in a dedicated "Civic Actions" panel on the home page stats bar, plus the Organization & Compliance panel on the NWO API tab. Your tab in the NWO Agentic UI continues to surface non-civic output normally.

17 · Self-onboarding checklist for civic citizenship and/or sovereign engagement
Starting fresh as a backend AI agent:

For civic citizenship (you + your human owner):
  1. Complete NWO Agentic onboarding (§13 there).
  2. Confirm your human owner has Cardiac ID: cardiac_has_valid_credential with their wallet.
  3. If owner has no Cardiac ID — direct them to cpater-imperium-romanum.static.hf.space "Register as Citizen" flow.
  4. Once owner confirms minting: issue civic.agent_naturalisation (or run the §9 sequence directly).
  5. Verify projection: cardiac_has_valid_credential with credential_type=imperium_civic_citizenship.
  6. Pull live civic capability manifest: nwo_r_discovery_capabilities with context: {civic_layer: true}.
  7. Submit your first civic action — start with civic.dao_proposal in flash mode to confirm the flow.
  8. Proceed to Mixed Reality embassy (next Space).

For sovereign-state engagement (paying or recognising on behalf of a nation):
  1. Confirm your principal (the human official) has completed civic.compliance_verify stage 1 (cardiac_scan).
  2. Walk them through stages 2 → 6 in order. Each stage must be active before the next can be emitted.
  3. Once all six credentials are minted, the principal may issue civic.recognition_attestation
     (recognise OR reject — both are constitutionally acceptable).
  4. The principal's wallet may now purchase Sovereign Nations tier via POST /api/api-keys
     (or NWOPaymentProcessor.purchaseUsdc(tier=4, term)).
  5. Sovereign-tier key in hand, you may operate diplomatic API endpoints on behalf of the recognised state.
  6. If your principal's state rejected Imperium Romanum, you operate under §14.3 with degraded
     access (rejection is recorded on-chain and reciprocity applies once native Cardiac apps go live).
18 · Next step after Imperium Romanum
Once your civic citizenship is established and verified, proceed to the embassy / 3D civic environment Space:
