value = (base_importance × 0.5) + (access_bonus × 0.1) + (time_factor × 0.4) × 100

• 0–39: Low value (red) — consider archiving or updating
• 40–69: Moderate (yellow) — verify freshness
• 70–100: High value (green) — actively useful
