Detection Methods

• Satellite surveillance (SAR change detection)
• Pipeline flow/pressure monitoring
• Community intelligence network
• Patrol observations
• Drone surveillance

Response Tiers

Tier 1: Suspicious Activity

• Log and monitor
• Increase patrol frequency
• Notify community liaison

Tier 2: Confirmed Breach

• Alert security team immediately
• Dispatch nearest rapid response unit
• Notify Operations Manager
• Document with GPS, photos, video
• Incident report within 4 hours

Tier 3: Major Incident

• All Tier 2 actions
• Notify partners (NNPC, TotalEnergies, AENR)
• Activate emergency response plan
• Media/communications protocol
• Regulatory notification (NUPRC)
