**Purpose:** move the existing Primordial OS / HIR × OAM runtime work from public discourse field-testing into a reviewable runtime-governance implementation package.

## What this packet is
This is a **third-party review packet** for a runnable, user-space runtime prototype and its surrounding governance documentation.
The packet frames **HIR/OAM** as a systems-integrity layer for runtime governance:
- **HIR = Honesty, Integrity, Respect**
- **OAM = Outsourced Agency Model**
