Runtime Gate Model
The browser currently demonstrates the following gate pattern:

→ HIR/OAM evaluation
→ GREEN / YELLOW / RED gate
→ action
→ audit-chain event

Gate behavior
GREEN: allow
YELLOW: allow with review, isolate, require review, observe and log
RED: hard-stop, block, quarantine, show RED hard-stop page
