## Why This Should Work

✅ **No Breaking Changes**: Fixes only add resilience, don't change behavior

## Summary

The Phase 2 Docker build failure was caused by a transient network error pulling the Python base image from Docker Hub. We've applied comprehensive retry logic and improved health checks to handle such transient failures.
