Every file-based, web-implementable engineering task in the canonical runbook has been implemented with code, tests, and configuration.
Remaining open items are exclusively:
- Operator-only actions (credential rotation, approvals, sign-off)
- Real Testnet/exchange sandbox verification (requires credentials + Gate B)
- Independent human final audit and program sign-off
