feat: add evidence-bound Council v2 and verifier contract

Adds proposal-only Council receipts with Nemo routing, per-turn digests, replay keys, explicit human checkpoints, and honest no-weights disclosure. Fixes generic Nemo fallback routing and hardens public verifier route priority. Local validation: 8 targeted tests plus module self-tests and Python compilation pass.
Merging after 9 targeted tests, module self-tests, Python compilation, full Docker build, and local container smoke.
