fix: activate fail-safe public contracts
Registers the existing read-only source/status/MELT contract module before startup; repairs root and v1 OpenAPI discovery by delegating to the working organ schema; records the HF corrective overlay without claiming runtime or byte parity; and replaces the NXDOMAIN thumbnail with the existing Hub-hosted PNG. No OSINT, targeting, decision, or effector files are changed.

Tree diff is exactly README.md, serve.py, killinchu_public_contracts.py, and tests/test_public_contracts.py; zero conflicts and no OSINT, targeting, sensor-feed, decision, or effector files. Using the Space-pinned FastAPI 0.137.2 / Starlette 1.3.1, /openapi.json, /api/killinchu/openapi.json, /api/killinchu/v1/openapi.json, /health, /api/killinchu/v1/status, /api/killinchu/v1/melt/summary, and /.well-known/szl-source.json all returned 200 JSON. The replacement Hub thumbnail returned a valid 213,260-byte PNG. HF provides no separate PR runtime for this Space, so post-merge runtime verification is required.
